--Seneca Highfield, 2, of <a class="taxInlineTagLink" id="PLGEO100100602010000" title="Annapolis" href="/topic/us/maryland/anne-arundel-county/annapolis-PLGEO100100602010000.topic">Annapolis</a>, was one of the youngest demonstrators at the Annapolis City Dock along with her twin brother Zeke. Their mom Ally works for the <a class="taxInlineTagLink" id="ORNPR000021" title="Chesapeake Bay Foundation" href="/topic/environmental-issues/chesapeake-bay-foundation-ORNPR000021.topic">Chesapeake Bay Foundation</a> which was calling for the <a class="taxInlineTagLink" id="PLREC000053" title="Chesapeake Bay" href="/topic/us/maryland/chesapeake-bay-PLREC000053.topic">Bay</a> states to take bold, new actions to restore the Bay.
