ANCHORAGE (KTUU) - June 6, 7:40 p.m. Update:
Anchorage Police have identified the victim of Tuesday's fatal hit and run at 9th Avenue and Cordova Street as 40-year-old Paul Winter.

The driver, who police identified as Adanna Francis, was questioned by police, but has not yet been charged pending toxicology results.

According to APD, Winter was killed while rollerblading on the sidewalk of Cordova Street between 9th and 10th Avenues when he was struck by black Ford Expedition driven by Francis.

An employee with the Department of Environmental Conservation confirmed to Channel 2 that Winter was an employee of DEC's Anchorage office, located on Cordova between 5th and 6th Avenue, just blocks away from where he was killed.

June 6, 12 p.m. Update:
Police say there could be some delays in any criminal charges being moved against the occupants of the vehicle that reportedly struck the man.

Renee Oistad, spokesperson with APD, told KTUU Wednesday that, as with all fatality investigations, "charges are determined after toxicology results from the suspect are received."

"It takes several weeks before toxicology results come back," Oistad wrote.

The victim, a man who was reportedly rollerblading on the sidewalk when he was struck and killed, has not yet been identified by authorities. This story will be updated when that identification is made.

A person is dead after being struck by a vehicle at the intersection of 9th Avenue and Cordova in downtown Anchorage on Tuesday afternoon.

Associated Press reports that shortly before noon Tuesday, officers made an arrest of people inside a stolen sport utility vehicle at 12th Avenue and Cordova Street.

The Anchorage Police Department issued a traffic advisory just after noon, stating the southbound lane on Cordova would be completely shut down while emergency response crews arrived.

As other officers drove to the scene, they saw another SUV driving recklessly south on Cordova Street. Police say the second SUV drove onto the sidewalk between 9th and 10th avenues, struck the pedestrian and continued past the officers investigating the stolen vehicle.

Police stopped the second SUV. A female driver and a female passenger were taken into custody for questioning.

No arrests were immediately made in the pedestrian death.

A witness at the scene told KTUU that they saw paramedics arrive and attempt live-saving measures, but were unable to save the person.

"Passers by had already been doing CPR before paramedics arrived," the source told KTUU. "I'm still a bit shaken up," the source said, wishing to remain unnamed.

In a video provided to KTUU by a witness, the pedestrian could be seen on the grass next to a small tree while medics performed CPR. The pedestrian appeared to be wearing rollerblades.

Renee Oistad, spokesperson with APD, could not immediately comment on the identity of the victim, who was driving the vehicle, or how the crash occurred.

She said that a news alert was planned later on today, with more details planned to be released then.
