Patsy Noland, left, president of the Jefferson County (W.Va.) Commission, congratulates Joseph Hankins, who won high praise from the commission for his seven years of service on the three-member, volunteer Jefferson County Public Service District. He served the last five years as its chairman. During his tenure, the district introduced impact fees on new construction projects that have brought in more than $1.6 million.
