Twenty-eight-year-old Genevive Tetpon’s body was found in a wooded area just east of Arctic Valley Road, near the main entrance to Fort Richardson in March 2000.
Torian was a high school student at the time of the homicide.
The Anchorage Police Department says grant funding through the U.S. Department of Justice allowed detectives to use advanced DNA technology to link Torian to the murder.
Torian will remain in custody while he awaits extradition proceedings in South Dakota.
