Mulvane: A year after the casino

Life in downtown Mulvane moves like it did a year ago.  A one-point-six million dollar payment from its new neighbor to the east hasn't sped it up.  But City Administrator Kent Hixson says the Kansas Star Casino is quickly cutting some bills.
