Water flowed over the brick retaining wall at the Mount Vernon Market Center, flowing onto the sidewalk and down to Guilford Avenue. A water main break on E. Madison Street near Guilford Avenue caused local street flooding and forced the closure of both Madison Street east of N. Calvert St., and Guilford Avenue from E. Madison to E. Read Streets.
