  17. Governor Tom Corbett Discusses Marcellus Shale Industry in PA

    The natural gas industry in Pennsylvania is expected to grow over the next few years thanks to the Marcellus shale formation, which can be found beneath about 60 percent of Pennsylvania.&nbsp; Governor Tom Corbett recently signed legislation that adds an impact fee to gas drillers.&nbsp; FOX43&rsquo;s Evan Forrester sat down with the Governor to get his thoughts on how big he thinks the natural gas industry will be in Pennsylvania when it comes to new jobs and the economy.&nbsp; &ldquo;It is a big deal now I believe it will get bigger as the years go by.&nbsp; It is an industry that will spawn off many businesses, and already is.&nbsp; It&rsquo;s going to provide thousands of jobs to people in the Marcellus region.&nbsp; Williamsport is the 7<sup>th&nbsp; </sup>fastest growing&nbsp; metropolitan data area in the country.&rdquo;&nbsp; Regarding the legislation that puts an impact fee on gas drillers Governor Corbett says, &ldquo;One of the things&nbsp; that I pushed was an impact fee to deal with the impact of trucks, and just a whole new industry coming in and maybe overwhelming a way of life that had been there for decades.&nbsp; There are positive impacts, and there are some negative impacts.&nbsp;&nbsp; Under the bill they will be paying an impact fee.&nbsp; It&rsquo;s adjustable based upon the price of natural gas.&nbsp; Well everyone says that&rsquo;s a tax.&nbsp; I disagree.&nbsp; I think it is reflective of what the impact will be.&nbsp; The lower the price of natural gas the less impact because of less drilling.&nbsp; But, as the price of natural gas goes up, so will drilling because it&rsquo;s right here.&nbsp; What I clearly didn&rsquo;t want was the money to come to the state and be put into the general fund.&nbsp; Because it is not the solution to our problems.&nbsp; The solution to our problems is growing business and cutting expenses.&nbsp; So what we have to do under this legislation is the counties get to impose a fee.&nbsp; It comes to the PUC.&nbsp; They will send the money back to the counties to be used for roads, for social services.&nbsp; It can be used for housing; a whole variety of other areas that it can be used for.&rdquo;&nbsp;
