19. Easing jams at Eighth Street underpass

Q: I remember, many years ago, when a pedestrian walkway was added to the underpass at S. Eighth Street/Mack Boulevard in Allentown. A guardrail and stop signs were erected to slow traffic for the walkers' safety. I've noticed over the years that drivers are increasingly believing that the stop signs mean that cars should alternate from both sides to enter the underpass, and they drive in the middle of the road, whereas the road is wide enough for two cars to pass going in opposite directions if they would stay in their own lane. Why are the double-yellow lines leading to the underpass not continued through it, to let drivers know that, after they have stopped, they can continue on through?
