  2. Mayor Ballard honors "Golden Thirteen" naval officer with park renaming, dedication

    Mayor Greg Ballard today was joined by Congressman Andr&eacute; Carson, City-County Councillor Maggie Lewis, U.S. Navy Vice Admiral Mark D. Harnitchek, and friends and family of Lieutenant Junior Grade Graham Edward Martin to rename in his honor Fall Creek and 16<sup>th</sup> Street Park. Martin was one of 13 African-American enlisted men who became the first African-American commissioned and warrant officers in the U.S. Navy, known as &ldquo;The Golden Thirteen.&rdquo;
