  3. Endangered Species Act a Battle Between Development, Federal Protection

    A polar cub is gaining weight and getting healthy at the Alaska Zoo after oil field workers discovered her abandoned on Alaska's North Slope earlier this month. The U.S. Fish and Wildlife Service credits her survival to the keen eyes of oil field workers, but also to the Endangered Species Act.  Under the ESA, oil companies are required to notify USFWS every time workers spot a polar bear.
