3. A public health compromise for California

The Legislature is poised to offer health insurance to millions of additional low-income Californians, with the federal government covering much of the cost. The expansion would be a boon to counties, which collectively spend billions of dollars caring for the indigent uninsured. One sticking point, though, is what to do with the more than $4 billion in sales taxes and vehicle license fees the state has been sending back to counties every year to help pay for public health programs — and that the Brown administration wants to reclaim. Last week a group of nonprofits offered a sensible compromise, proposing that counties keep the funds if they spend them on a more efficient way to deliver care to the needy.

  5. Now, it's Gov. Scott's turn to show leadership on the budget

South Florida survived the Florida Legislature. Up next is Gov. Rick Scott who can turn a bill into law and a lawmaker's budget request into reality — or not. Over the next two weeks, the governor will either approve, or kill, a number of...

  7. Douglas C. Lyons: State will go on break next year as politics trumps policy

Okay. State lawmakers obviously dropped the ball when it came to expanding health care by failing to take federal funding for Medicaid. Too close to Obamacare, a majority of Republicans in the Florida Legislature felt as they stood tall on partisan...

  19. Overselling Obamacare

WASHINGTON -- It's the great moral imperative behind the Affordable Care Act ("Obamacare"): People should not be denied health care because they can't afford insurance. Health status and insurance are assumed to be connected, and opponents have often been cast as moral midgets, willing to condemn the uninsured to unnecessary illness or death. The trouble is that health status and insurance are only loosely connected. This suggests that Obamacare may result in more spending and health services but few gains in the public's health.
