NEWPORT BEACH -- It's now a crime to steal trash in Newport Beach.
The city council approved a measure that allows police to arrest people caught trash scavenging.
The law was enacted in response to complaints from residents who say trash scavengers sometimes also steal bikes and other property.
The city of Costa Mesa is considering a similar move against trash scavenging.
It's looking into distributing trash can locks to residents who request them.
