As the founder of the Khouri Law Firm, Michael J. On the criminal defense side, Khouri mainly represents clients who are being investigated for Medicare or Medicaid billing fraud, though he has also defended clients outside of the health care industry. Khouri has kept countless clients from being indicted, and when clients are charged, has tried cases in federal courts across the country.
He notes, “We’re often hired because we understand the relationship between criminal law and the doctor’s licensing and Medicaid and Medicare billing privileges.”
Indeed, as part of Khouri’s administrative law practice, he routinely represents health care providers before their licensing boards when they are accused of gross acts of malpractice, sexual assault, narcotics abuse, or billing fraud, among other crimes. Khouri’s administrative law practice also provides skilled Medicare and Medicaid audit defense.
“We routinely deal with billing and coding and statistical extrapolation issues, which affect Medicare audit determinations,” he explains.
Khouri has tried many cases before the federal administrative law judges who ultimately rule on the propriety of audits conducted by recovery audit contractors and qualified independent contractors. He also has significant experience in dealing with the Centers for Medicare & Medicaid Services (CMS), and has even represented physicians and groups in CMS quality reviews.
