As a woman arrived home with her son at a Cape Coral apartment complex, Billy Thomas allegedly greeted her by pulling his pants down, exposing his butt and scrotum to the woman — and nearly touching her butt — while telling her that he was "being a good neighbor," reports WBBH NBC News-2 in Fort Myers.
An apartment security guard, who later witnessed a confrontation between Thomas and the woman when she stepped out to get her mail, called a cop, who received his own impromptu meet-and-greet from Thomas.
Thomas answered the door with his pants pulled down to his knees, and began wagging his butt out the door before turning around, exposing his privates to all who were in the area, according to the report.
He was taken to the slammer, where his unique meet-and-greet style may be better recieved by inmates.
