    Former President George W. Bush had a historically low approval rating of 33 percent when he left office in January 2009. But he was praised at the dedication of his presidential library this week by his fellow chief executives, including Barack Obama. Critics fault Bush for launching the Iraq war to seize weapons of mass destruction that never materialized, turning budget surpluses into deficits, botching the federal response to Hurricane Katrina, and bringing on the Great Recession. But supporters will remember Bush for rallying the country after the 9-11 attacks, and leading the country through a difficult period.
