  3. Let the market decide where development should occur

By granting tax benefits on a case-by-case basis to projects like the Exelon building, the government is essentially staying in the development business ("Harbor Point tax deal challenged," June 3).

  7. Tie Harbor Point tax break to jobs for city residents

Baltimore Mayor Stephanie Rawlings-Blake justifies over $100 million in taxpayer-funded property tax subsidies for the developers of Harbor Point on the grounds that the development will bring jobs to Baltimore ("Mayor: Project means jobs," June 4). But if those employees don't live in the city, the outcome will leave city taxpayers out $100 million, living with the traffic and congestion as employees drive to work and the county enjoys the income tax revenue.

  15. Is Harbor Point the best deal we can get?

On Wednesday, Baltimore's Board of Estimates approved a property tax break that would save a typical homeowner $140 a year — good news, to be sure. But that may have failed to impress many Baltimoreans in light of Monday's decision by the city's Board of Finance to endorse $107 million in tax increment financing for the Harbor Point development that is slated to become the eventual Baltimore home of Constellation Energy's new owner, Exelon.

  23. Baltimore's new downtown

Harbor East is moving farther east with baker-cum-developer John Paterakis Sr.'s announcement Friday that he will break ground this summer on a new, mega-Whole Foods and later on a new residential/retail building across Central Avenue from the glittering mini-city he has almost single handedly built during the last 15 years. Things are bustling in that corner of the city, what with the planned construction of a new headquarters office tower for Exelon Corp. and a variety of other smaller scale residential, retail, office and hotel developments nearby. Mr. Paterakis is even talking up the possibility of adding more stories atop the Four Seasons hotel that opened on the waterfront less than two years ago. When it comes to Baltimore development, this stretch of land between the Inner Harbor and Fells Point seems like the place to be.
