UPDATE 8:30 a.m.:
Anchorage police say Tommy Rumph, the sole suspect in this morning's fatal shooting, has surrendered peacefully.
"One person is in custody. We believe that's the only individual involved in this altercation right now," said Anchorage Police Chief Chris Tolley. "This seems to be an isolated incident."
Rumph was located by police near 29th Avenue and Willow Street. He is being taken to police headquarters for questioning, APD says.
Police are investigating a
Facebook Live video posted to an account belonging to a person who identifies himself as Tommy Rumph. The clip appeared to be filmed Tuesday morning after the shooting.
In the video, the man can be heard saying, "I don't feel guilty for nothing that I did, but I do feel guilty." He expresses love for family members while walking in the darkness, trees visible in the background. There is talk of an encounter or fight early in the morning with another man.

UPDATE 7:45 a.m.:
Anchorage police are actively searching for an armed suspect Tuesday morning after receiving reports of gunfire near 15th Avenue and E Street.
Police were notified of the shooting at around 6:16 a.m. Officers responded to the area and found one person lying dead in the roadway. The shooter fled the area when police arrived.
Police have released the following suspect information:
“Police have developed suspect information for the shooter who fled the area on foot. His possible name is Tommy Rumph. He is described as a black male, 6'2", 195 lbs. with black hair and brown eyes. He was last seen wearing a long sleeved dark shirt with white stripes along the collar bones.”
Anyone with information is asked to contact 911 immediately.

A man using the name Tommy Rumph and wearing a shirt or jacket similar to the description of the shooting suspect posted a Facebook Live video this morning in which he can be seen expressing regret and telling family that he loves them.
Anchorage police are at the scene of a shooting at 15th Avenue and E Street. Reports of shots fired in the area came in at around 6:15 a.m.
Officers on scene are saying the situation is active and are asking the public to stay away from the area. Police have blocked off the intersection.
The Anchorage School District has closed Central Middle School and Chugach Optional Elementary for the day as police respond to the shooting, according to ASD spokeswoman Heidi Embley.
School officials on scene are asking parents to take their children back home. Students brought in by bus will be brought to West High School for their parents to pick up.
The location of the shooting is just north of Valley of the Moon Park, where two people were found dead on the morning of August 28.
